Homes Victoria is inviting key stakeholders to engage in a consultation period to provide advice and direction to improve the 2014 Guidelines.
Updating the 2014 Guidelines will provide the homelessness sector with streamlined, clear, transparent, and contemporary guidance to deliver effective homelessness services across the state.
Home Victoria wants to hear your views and advice on the Homelessness Guidelines (Draft Guidelines), which has been developed for sector consultation.
The consultation period will take place during June-July 2024, with the new homelessness guidelines being published later in 2024.
How funded homelessness organisations can provide feedback on the Draft Guidelines:
- read the Draft Guidelines:
- attend your Local Area Service Network (LASN) sector consultation meeting
- attend the Victorian Indigenous Statewide Homelessness Network sector consultation meeting (for Aboriginal Community Controlled Organisations)
- complete the survey (please only complete one survey per organisation)
How representatives from the Department of Families, Fairness and Housing (DFFH) can provide feedback on the Draft Guidelines:

Individual program guidelines
The 2024 Homelessness Guidelines will provide a comprehensive framework for all agencies delivering homelessness programs in Victoria.
To ensure clarity and streamlined access to information, we are proposing to remove specific program details for initiatives like Transitional Housing Management (THM) and Housing Establishment Funds (HEF) from the overarching guidelines.
Instead, we will develop separate program guidelines for each of these initiatives. These individual guidelines will provide in-depth information on eligibility, application processes, and other program-specific details. They will exist alongside the broader homelessness framework outlined in the 2024 Guidelines, offering a layered approach to information.
Please note these individual program guidelines are not part of this current consultation.
