Primary Prevention of Family and Gender-Based Violence Capability Framework

New capability framework to support professionals whose support involves the primary prevention of family and gender-based violence.

The Victorian Government has updated the Primary Prevention of Family and Gender-Based Violence Capability Framework, which was published in 2017.

It outlines the skills and knowledge that professionals need to work in Victoria’s family violence primary prevention sector, such as:

  • supporting the latest primary prevention practices
  • building the skills and recognition of the workforce.

The framework is designed for professionals who support, lead or deliver primary prevention initiatives. These practitioners work across a range of sectors and settings, such as health promotion, education, and community services.

These practitioners work across a range of sectors and settings such as health promotion schools, universities, sporting clubs, local government, and health and community services., education, and community services. The framework is designed for any professionals whose work involves primary prevention of family violence, such as schools, universities, sporting clubs, local government, and health and community services.

The Primary Prevention of Family and Gender-Based Violence Capability Framework was revised in partnership with Safe and Equal, and in consultation with the primary prevention sector.

It was updated to reflect significant reforms and new frameworks in Victoria and nationally, including the MARAM Framework and Change the Story Framework.

It now provides the latest advice on the skills and knowledge people need to effectively work in the primary prevention sector.

This framework is one of three capability frameworks that the Victorian Government has developed for the family and sexual violence sectors in the past year:

  • Responding to Family Violence Capability Framework – released in December 2025
  • Primary Prevention of Family and Gender-Based Violence Capability Framework
  • Responding to Sexual Violence and Harmful Sexual Behaviours Capability Framework

Together, these three frameworks support workforce planning and development across the family violence and sexual assault sector.
